This is inhibited by the slow growth in broadband penetration as it is necessary for VoIP to develop. Most PSTN providers are taking a defensive position, cutting PSTN prices and strengthening their content offerings. Overall, we are seeing current telco providers and voip operators strategies starting to converge on a triple-play model. VoIP is giving smaller operators the opportunity to build up true triple-play offers without having to rely on resale of telco providers wholesale services plus exploiting IP technology at lower cost.
