VoIP uses the Internet to send and receive calls. This mean the requirement of a VoIP modem and other network equipment which all need electricity. Therefore a power failure does derail any VoIP service, including the ability to call 911. Hence it is advisable to keep a traditional phone line for such cases. Alternatively, you can keep your VoIP service up by installing an uninterruptible power supply unit to your VoIP equipment or home network. This service will give you a few hours of power - hopefully long enough for the electricity to come back on.
